I do not blame mothers for being on their phone in their car(here me out because apparently no one else will)

Okay hear me out, i do not accept it, i do not indulge it, I don't want it to happen but I DO NOT BLAME THEM completely different, babies, toddlers and other tiny kids take up a lot of time sometimes you are really busy but you need your baby to sleep so you take a drive have the kid sleep and being so exhausted but needing to work sometimes they forget the rules or why it is a safety law. They are trying their hardest and should honestly be given resources rather than punishment (if not done on purpose obviously) because I've see tired mothers and as a kid whose mother is helping me and my family a lot. I don't accept it and I don't like it but we need to be patient.
