How to record continuously, and be able to create specific video clips during recording?

I'm creating a news monitoring center for a communications agency. They need to record local news throughout the day, and when the controller hears a specific brand, they need to make a clip of that developing news story. Is it feasible to create a kind of pseudo-DVR with the program?
