How to find a Magic Branch?

The wiki states they spawn in chests in ice biome dungeons. I've fully explored 4 ice biome dungeons and have not found a single one. Does anyone know the spawn rate of this item? Is it only in a special type of dungeon? everyone and their mother on YouTube seems to find this item extremely early but I can't.
