When lifeline does not send a phone

What do we do when we apply for Tag Mobil and they do not send a phone? I applied 2 months ago and never received anything but an email claiming I already received it but no way to contact anyone. I am limited to a computer with free wifi until I get actual phone service so it all has to be done online. All I been getting is the runaround and I need help with this.
