My cat's inner eyelid isn't completely open. What should I do?

I have taken in this cat for about a month and a half. She's guessed to be 8.5 months old.

She had malnutrition, anemia, and severe dehydrarion when I took her in. She's doing much much better now. Though she's still underweight, but slowly gaining weight.

Her inner eye lid isn't completely open. I've taken her to 2 different vets.

I think she has some sight issue. It might be because of this, but not sure. No noticeable discharge, redness, or itching. But she does keep it closed more than the other.

Both of them told me it was dehydrarional issue - if she drank water it would go away.

My last vet then suggested a small surgery, that he'd cut the eyelids open.

Any suggestions or advice would be helpful.

My age: 30+ Country: Bangladesh Cat not neutered. I can afford vet somewhat.
