2023 Edition Rules Question: Headbutt After Charging

I can't see anything that would prevent a fighter with the Headbutt skill from taking the Headbutt (Free) action after using Charge (Double) action. Indulge the following hypothetical: a fighter with the Headbutt skill charges a foe. Miraculously, neither the fighter's initial attacks nor the foe's reaction attacks have any effect--they all miss. Is there some reason the fighter couldn't then use Headbutt (Free) to have another go with a nasty S+2, Damage 2 whack by rolling 2d6 against the target's Toughness?
