Why isn't Grand Slam a PPV?

Sorry if this is a dumb question, I'm still pretty new to AEW.

Why isn't Grand Slam a PPV? And why is there this big gap between World's End and Revolution?

Coming from WWE, I was used to basically one PLE per month.
