Given the recent introduction of Fleets at certain waves/tiers, is it worth researching Second Wind Recharge earlier?

I'm beginning to get up to the higher tiers and Fleets being a problem are nearly on my radar. Second Wind is on my list as a potential card slot candidate for when they start spawning more regularly.

Is maxing the recharge lab an almost must now?
