Phantom feels like emmisary post big patch

Took a 2 month break from the game, games were pretty good at this rank then - everyone knew the basics of macro and were relatively decent and communicative players. Now everyone is quiet and do just dumb decisions: crazy overchases, random walker pushes, afk farming while the enemy does urn, taking sinners like 5 minutes after they spawn, etc. I assume it's the influx of returning players to blame but why wouldnt their ranks be reset? Honestly the third highest rank in the game should not contain these players.
