To clear something up...

The reason why Winter Night's Lazzo is infinitely less misguided than God's Limits (at least to me) are simple

1. The Fatui were a more present threat up to that point pretty much being responsible for the major conflicts of the previous three regions.

2. Before Sumeru was perfect timing since it not only set the stage for the God Creation Program that drove Sumeru's plot, but it also followed up on Signora's death, which was too big for the other Harbingers to just ignore.

3. Most of them were wearing outfits that left plausible deniability to how it would affect their final design so there was still a question of what they would be going forward.

All of which is the EXACT. OPPOSITE. OF-HOW-GOD'S-LIMIT-HANDLES-IT!
