I can’t play this game

I’m on pc for the first time this year moving from old gen and I actually can’t play the game it’s so delayed everything I do happens 20 minutes later in game I was a 9-11 win player last year now I can’t even get past div 6 I’ve turned down all my graphics and render scale and everything but nothing is seeming to work has anyone got any fixes or is the game just this shit?
