Why aren't there more Whimsical Factories?

As a kid I watched the likes of Willy Wonka and the Chocolate Factory, Babes in Toyland, the Toys movie with Robin Williams and a few Christmas movies and cartoons featuring Santa's workshop and I'm wondering why more factories and companies aren't more whimsical like those? Is it a safety thing? a money thing? some sort of law that says all factories and corporations must be gloomy and dull? Why not make the work more fun and exciting to motivate workers more? Like Mary Poppins once said/sang "In Every job that must be done there is an element of fun, you find the fun and SNAP the job's a game!"
