A friend is asking me for money

So board exams are coming up and one of my friends has not received his admit card (fees ka chakkar). He is asking me for money 20000 ruppes . Now it is not that I don't want to give or I do not have have the money. Both of us are 17. I am questioning wheather should I ask/tell my parents about the situation.
(My parents are aware that his financial condition is weak. I don't know how though. he has come to my home 3-4times met them too.)

I want advice on what to do by a grown up that is why i am posting it on this sub and not teen or cbse sub.

my take on the situation is that he should stop looking out for money cause it is out of his locus of control. Other thing is that his parents also do not know that he is asking me for money.

he told me he don't want his parents asking money from anyone else. he needs a total of around 30-35k . ( he is asking 15k from other people)

I wouldn't have to steal that money i JUST HAVE it saved up from relatives money from a young age thats all
