Is Janey, who is coopers, aka the ghouls, daughter, possibly a fallout ghoul at this point?

I keep having posts related to this removed for not being clear enough in the title!

My theory is Janey and Barb are ghouls.

I mean, exposed to same initial rads looking at the first episode… would make sense for cooper looking for her for 200+ years and any type of resolution (other than frozen?)
