Commissioner & Neville vs. every previous DI

I’ve been binging from S1 recently. I’m up to S12, specifically ep7 where the Commissioner makes it clear how annoying he finds Neville. It’s been ongoing, but he states it clearly in this episode. I’m confused. DI Poole made it clear how much he hated being there & never tried to fit in. Humphrey was pretty goofy the whole time. Mooney - no issues. But I don’t get the Commissioner’s issues with Parker, who has made every attempt to be social and belong versus Poole, who made it clear how much he hated everything. I get that Neville was weird at first, but all that was under control by S12. Why the hostility?
