First time buyer - is shipping supposed to be this high?

Wanted to buy a pair of shoes off eBay for the first time and the shipping cost as much as the item. I’m buying from Canada and the seller is shipping from France. Is this normal? The shoes are a good deal and I really wanted to purchase but I don’t know if I can justify the shipping fees. 😔😔

Also how does duties, taxes, and brokerage fees work for international shipments? Will I be charged at checkout or at delivery?
