Buddy Battle Permanent Effects

I'm trying to theory craft for an upcoming buddy battle and I feel like OP11 Koby and OP10 Smoker's leader effects are permanent effects that should effect both characters. Is my thinking wrong?

ie. Smoker's sword characters can also attack the turn they are played and Koby can use his leader about to protect his partner's Navy characters/Koby's Navy type characters will gain +1000 on opponents turn.
