Can water be used as radiation shielding for nuclear plants?
I'm just spitballing here. If spent fuel is stored under meters of water, could a reactor be submerged as well? Like, a whole lot of water so it won't flash-steam in case of meltdown/runaway. Submarine reactors are also by design surrounded by seawater outside of their containment, so I just thought why not?
