Countress Narina won't move

So i just finished all the guild quest lines and decided to finish the main story i talked to the Countress she walked all the way up until you get to the statue in front of the church now shes refusing to move. only way I can get her to move is if I hit her but that automatically puts a bounty on me. wtf is with this broken ass game? ive had so many problems with quests bc of bugs like this i dont see myself ever replaying this game once ive beaten it.
