My friend's Liquid Cooling fans don't want to work

My friend just bought a liquid cooling (Balam Rush Cryo Prims 240) for his computer but he tells me that he spent the whole afternoon trying and he has already tried every way but he has only been able to turn on one of the two, what do you say?
