Hao's third street race isn't showing up.

I've literally tried everything. I know the races appear between 8 PM and 3 AM, I've slept a lot, I've repeated all the previous races, I've repeated the Strangers and Freaks mission, I've switched characters, I've repeated other races, but Hao's message isn't appearing. I'm at 99.3% of the game; it's the only thing I'm missing.
