Paypal Debit funding issue

Getting an error in transferring fund from linked bank debit card:

"We are having trouble with this transaction, try another linked card or account"

Customer service horrible and unable to solve the issue.

Has anyone tried having a Paypal Balance of zero dollar and actually using the Paypal debit to make a purchase?

Does the Paypal debit withdraw money from the linked bank debit card automatically?
