Would it be possible to transfer purchases to another account?

So I am considering a new iPhone but I would like to make my own iPhone account instead of using my mothers account. But I have purchases on this account (like procreate on my iPad and music and a lot of photos). Would I be able to move these to a new account or do I need to repurchase and somehow transfer all my photos etc over?
