How much has the Navy changed in the last 20-25 years? Has the QoL gotten better/worse since then?

I often hear a lot about the QoL in the Navy and how it is very dependent on what ship you are on, what rate you have, etc. But one thing I am particularly curious on is just how much better/worse the QoL has gotten in the past 20-25 years. I heard that most ships have better Wi-Fi now, and they recently overhauled and renovated a lot of barracks, but can anyone confirm this?
