Locks on women's toilets?

Hello! [cross posted]

Recently, in a club I tend to frequent in Dublin city centre, I have realized that the locks on the women's washroom stalls have been completely removed. At first, I believed it was only 1 or 2 stalls that were affected, however I have come to realize that all stalls in the women's washroom no longer have locks. This is not the case in the men's toilet; all stalls have functioning locks.

I am curious if anyone has seen something similar or if this is a typical occurrence? I have not seen this before and I am unsure if this is legal.

Thanks so much.
