Equitable Arrangement still bugged?

1.0.6.0 patch notes said

The player is now able to continue the quest "An Equitable Arrangement" if they have captured The Archive independently from allying with either faction beforehand.

Well. I soloed the archive because the notes said this, and wrapped up my AC quests and talked to Auntie.

Auntie Cleo said I should wrap up my quests with the Order and ask them about a meeting, but the peace option with Ruth is missing - all dialog options with her end as kill on sight with AC.

Is this still bugged for anyone else? I was able to finish my order quests after the fact, too (in fact I did a lot of side quests after taking the archive solo so reloading from a save will just mean I stop playing the game, don't want to do all that again lol)
