Question on the SAVE Act and the military

The SAVE Act requires persons to provide proof of citizenship IN PERSON in order to register to vote.

The MOVE Act says that states must provide military members an option to register to vote by mail-in or electeonic means that comply with state laws.

Does the SAVE Act (Federal Mandate on how to register to vote) remove a military members right to register to vote through the mail or by electronic means when the MOVE Act stated registration had to comply with state laws that are now superceded by federal guidelines?
