Need help where can we get "Celebration of Marriage"

Planning to have Secret Wedding this Feb and we have contacted a private law firm that accommodates secret weddings. We have already submitted our Cenomar and PSA but we still need one more requirement which is "Celebration of Marriage" and told us that we can get it on City Hall. We tried searching it but we don't see any valid answers. Please help
