Difference between Premium Edition and Nekrom pack ?

Hi buddies,

So, basiclly, im wondering about having a fresh start on this game, only played when it released back then, and not that much.

Im completly lost about all DLCs released tbh. I've seen there's a Premium Edition pack, and a Nekrom pack. What the difference ? Which one is closer to the full game (all extensions since launch) ? Is ESO+ absolutly needed if i buy one of those pack ?

Ty for answering <3
