Daugavpils Orphangae

So long story short my wife was born in 1992 and was placed for adoption at the orphanage in Daugavpils back then. Shes been looking for her mom ever since then and has been hit with dead ends. From her understanding it was a closed adoption and shes under the impression that since her mom waited about 2 weeks to sign the paper work, that her mom didnt initially want to give her up for adoption. We've looked at private investigators and so were a bit too pricey to hire. She has no info on the dad but she did have a lead on her grand parents but apparently the apartment building they were in burned down many years later. So records are scarce. Shes been told her mom last name is like Alona or how ever you spell that.
