Suggestion to setup remote Access VPN

Site 1 : FWGP with public IP Site 2: FWG with CGNAT and double NAT

How to setup remote access VPN.. I would like to access the site 2 LAN from site 1 management laptop to manage the site 2 network devices.

Tried firewalla remote access VPN setup. No luck. Trying to find the way forward.
