Limb poundage calculation

I got a question about the limbs do you guys know how they calculate poundage in the factories like there is short, mideum and long limbs for bow but if ı want to buy a 40 pound limb does all of the sizes are claculated at 28 inch draw or they have spesific draw leights for each limb size ?
