Sink sputtering intermittently not sure if it's a broken pipe

My kitchen sink has been doing this thing intermittently where it sputters, starts shooting out water then nothing comes out but then will eventually start working again. It sounds like it has in the past during freezes where I assume there's ice accumulation that it's breaking through/slowly thawing (just what it is acting like but it's not that, temps have been in 70s-80s for 2 ish weeks).

We had a several day freeze about a month ago though (night temps got to 10s and there was snow which is extremely uncommon where I live) and we left all faucets streaming a pencil width throughout the entire time. Is it possible a pipe broke despite this during this freeze and this is a sign? The bathroom sink and shower both work fine it's just the kitchen sink.

Another thing to mention is my apartment has shut off all water to the complex for around an hour for "urgent repairs" a few times in the past few weeks too so I thought at first that maybe it was from that (like trapped air from them doing that) but last time was about a week ago and it is still doing this.

Does this indicate a broken pipe/leak or could it be something harmless that's just an annoyance and/or that is going to go away? If we do have a broken pipe somewhere will there be other signs before something drastic like water coming through drywall? Should I call maintenance for this even though it only happens sometimes? And would this be an ordeal like would they need to tear down walls in order to inspect the pipes to diagnose the issue? (I have a secret cat and am away at work all day during the week so if I don't need to call maintenance I'd prefer not to lol). TIA
