Are these legal grounds to serve an N15 in Ontario?

Background

I [F23] moved into a condo apartment owned by CAPREIT. I have 2 other co-tenants. One of them is very nice but the other is horrible. Let's call the bad one Jess and nice one Amy.

Jess's History

Jess has a history of having roommate issues and issues with her family. Jess' previous roommates left without notice and stuck her with the apartment. They even slapped her, called her "selfish" and used to leave trash around her room to piss her off. When she first told me this she made it sound like it was a racist issue and I felt bad for her. But the more I lived with her I realised it was less of a race issue and more of her just being a mentally ill unstable, not smart at all. She is on the spectrum and just overall has mental issues. On few occasions she'd cry to me.

The Issues

The biggest issue is her extremely controlling nature. In the beginning she used to want to find out my school timetable, despite me not wanting to share it. She is also a hoarder and most of her stuff takes up majority of the space. She starts taking my stuff and shoving it in random corners without my permission and moves so much of my stuff.

The Wifi Incident

The wifi is in my name and she refused to pay for a week of it because last year for one month it wasn't working for 2 weeks — which she told me she didn't care if it didn't work and to take my time to try and resolve it — but 8 months later is asking to not pay 1 month of that. Mind you our utility bill wasn't the highest in the month of December when Amy and I weren't at home for a whole month and it was just her and she was the only one using it but we still paid it.

She refused to pay the wifi and I confronted her on it and it was actually so scary. I felt my legs shaking and she was refusing to pay it until I mustered up the courage to tell her I'll cut her out if she doesn't pay it (which I didn't want to do).

Safety Concerns

Overall, this person is highly mentally unstable. I actually genuinely fear for my physical well being as well — she hasn't done anything but I fear that she will at some point due to her instable personality and mental health issues. She isn't very smart and is EXTREMELY hypocritical, egotistical and very controlling.

are these grounds for for an N15 in Ontario? I would have a conversation with her and my other roommate to release me but I don't want to share that I want to move out because I'm not sure how she will react.
