Barking dogs - easy, humane solution?

My neighbor has 2 golden doodles. Cute dogs but annoying as hell. I need to find a way to get them to stop barking since their owner clearly is not bothered by it.

Do those PetSafe anti bark devices actually work? I’d need something that has a decent range.
