Are senior management under qualified?

I'd like to get people real experiences with this. this is a legitimate question free from bias based on my own experiences. From my previous jobs and interviews senior management don't seem to know allot and never answer question, they seem practiced in manipulating information and extra work out of people to take credit for teh work/information, I'm seeing more and more junior-manager roles requiring from 5-10 years experience. Senior management seem to gate keep information in order to keep over qualified people below them , also all the heads of departments across my previous roles don't seem to lack strong college education and were given management roles and allowed to get experience whereas nowadays the experience is expected and those above who were allowed the training don't seem to support learning on the job which doesn't seem fair based on the support they got
