When would an armor with 4.6 phys resistance and 40 Defense get outclassed by an armor piece with 2.3 phys resistance?

When looking at the early order ninja armors, the cuirass offers 4.6 physical reduction while everything I've seen up to level 30 is 2.3. Im curious how much additional flat Defense it would take to overcome having half as much resistance?
