Red, itchy bumps on sides of neck near collar unrelated to shaving

35m. These bumps appeared around 1.5-2 weeks ago, mostly on the left side of my neck with very few on the right. None on the front or back really. At first they were splotchy and appeared the night after I received an allergy shot (have been getting them for 2 years, at maintenance dose, 1 week late this time around (4w vs typical 3w interval) and never had a reaction like this before) in my right arm. They itch but also the skin feels sensitive/painful like I’ve itched it raw when I scratch it, and I haven’t done that. I barely itch it at all actually.

First I thought maybe hives from the shot but it is localized and hasn’t spread anywhere. Also hasn’t gone away in the last two weeks though some days I don’t notice them, today is more noticeable than others. Then I thought maybe eczema. Haven’t been diagnosed with it ever but I have been using Eucerin Eczema Relief lotion on it and it at least helps with the itch a bit.

Wondering if I should go to a dermatologist or seek medical attention or just give it some more time and see if it goes away. Any advice or insight? Pics linked below
