Bright Powder Bugged?

I haven‘t seen anyone use this item in years. Then I log on today for ranked online matches and 3 people in a row use it. And with all of them, I use 100-90% accurate moves and miss almost every time. 8 misses for 10 attacks. Is there an error introduced recently? I say “is there” but clearly there’s an incorrect calculation introduced, because otherwise I should go to Vegas.
