Does Wilderness not get Dyson Swams?

Playing on the most recent Open Beta, and I've got a 19 power star in my territory. I've been neglecting my other sources of energy expecting to turn this thing into a giant battery, but I'm currently researching Mega Engineering without having gotten it, or the Arc Furnace. Not that I need the latter, I apparently live in a very mineral rich section of space.
