Who do you think is the worst and best NPC to send cats too (morally)?

Imagine you had such a great cat, it caried a full 3-stage run, made lots of kittens and you have grown attached to them. And obviously you want to give them some respect and send them to the best life.

In my opinion, the worst is the Dr Beanies. He uses them as test subjects and started the whole mewgenics and also maybe the kickstarter of the apocalypse in it. Maybe he would bring the world to such a bad place that it would be lore connected to older games of Edmund. Also, we all know what happened in the intro cutscene

The best is either Tink or Tracy. Tink basically cares for kittens as children (i did not progress him far enought to understand if he is truly good or using them for something bad). And Tracy, by her dialogue, she thinks cats should have the same rights as humans, which means she definitely cares for them.
