Buying ATS Steam Bundle Question

If any of you guys own the game already, a few DLC's, etc. Doesn't matter. Can you tell me if the Ultimate Edition is discounted based on what you own when you look at it?

I wanted to buy just the game for now. Get my self situated, do the driving academy and stuff, and wait until the Ultimate collection next goes on sale to buy, you know.

I just cant a confirmation on such a thing by searching on google. Its ambiguous. Some people say its different per sale on any one game type.
