Pickaxe best modifier - light or legendary?

I'm running into a confusing area of the game. For the picksaw, light and legendary both give 12% speed boost, but for a normal pickaxe, light is +16% and legendary is +12%, but the wiki says it's the same due to rounding. How is it possible that light and legendary are the same due to rounding when there's a 4% difference?
