Could there be Two Levels of Amtrak?

First Tier would be regional routes they are state supported between major cities with new Auto and Venture equipment for business passengers.

Second Tier would be long distance routes for land cruises with old equipment to help the foamers and boomers with their nostalgia hangovers.
