Can John fish the legendary fish at Sisika?

I’m trying to catch all the legendary fish on the map and I noticed that one of them is on Sisika Penitentiary. I have progressed far enough in the main story line that I am now John. The area appears to be red and I’m wondering if I can go there to fish or will I just be instantly massacred upon arrival?
