War Chest Loot - What's Your Experience?

I am CTP and get (among other goodies) two alpha aethers in every single war chest (after reaching 25 war wins). It's been like this for as long as I can remember. One of my alliance members said he got bad loot from today's chest and doesn't usually get alphas from them. He opined that it's probably because he's FTP. What do y'all think? Do you always get two alphas per war chest?
