Using Tincture to make Oil - arnica montana

Please help ...

is it possible to make oil from tincture. I have arnica tincture is it possible to make oil out of it - i was referring to Arnica Montana

a week ago had a fall on ice and hurt my back, so i was wondering if i could use arnica DIY oil to be applied.
