How do you find your tech solutions?

Hello fellow small business owners.

I want to understand how small business and solopreneurs find their technology solutions. My wife works for a small business...and I can see where her employer will tell her to find a solution (i.e. We need Adobe Acrobat Writer functionality without the Acrobat price or what's the best screen share/screen recording solution).

Not having an IT department it's it left to the owner or employee to go off and do their best research, or do nothing at all, or spend $$ that 3 months down the road ends up with a solution that i unused because it does not fit the needs of the business/employees.

So the question is when you as a business owner have a technology need where do you turn? Do you take hours to do your own research, have a trusted VAR or someother solution?
