Curious: Why is every encounter with a random stranger or group of people met w/ hostility?Does it have anything to do with wanted level or honor??

Curious: Why is every encounter with a random stranger camping (different than the encounters that trigger small side missions or quests) or a group of people hanging out together always meet me with hostility.

Does it have something to do with my honor being low? What about bounty? I been rolling with the $300 bounty for quite a while. So does my honor or wanted level play a role in how these interactions shake out?
