What if UN forces were better armed during the Yugoslav Wars and were allowed to open fire on paramilitaries to protect civilians?

I know that the UN involvement in the Yugoslav Wars is controversial to say the very least; but what if the UN forces were better equipped and were actually allowed to open fire on paramilitary organisations that were committing war crimes or trying to engage in Ethnic Cleansing.

Say a UN patrol encountered the infamous Arkan's Tigers paramilitary organisation slaughtering Bosnian civilians in a village, the UN would basically be allowed to open fire first if it meant protecting civilians.
